Your complete guide to Energy Performance Certificates: what they measure, when they’re legally required, and what the rules mean for landlords and rental properties.
An Energy Performance Certificate (EPC) is a legally valid document that rates a property’s energy efficiency on a scale from A (most efficient) to G (least efficient). It shows how energy-efficient a property is based on its fabric and services — including heating systems, insulation, windows, lighting and hot water.
EPCs are produced by accredited Domestic Energy Assessors (DEAs) following a physical survey. Every certificate is lodged on the government’s national EPC register and is valid for 10 years.
Every EPC includes: a full breakdown of energy performance features; environmental impact and CO₂ rating; recommendations for improvements; and estimated energy use and potential savings over 3 years.
In England and Wales, an EPC is required by law in the following situations:
EPC requirements for landlords are set out in the Minimum Energy Efficiency Standards (MEES) Regulations and are among the most strictly enforced in the sector.
Since April 2020, it has been unlawful to let any residential property with an EPC rating below E. This applies to virtually all private rented properties, whether under a new or existing tenancy.
| Date | Requirement | Applies to |
|---|---|---|
| April 2018 | Minimum EPC rating of E | New tenancies and renewals |
| April 2020 | Minimum EPC rating of E | All existing tenancies |
| Proposed future date | Minimum EPC rating of C | New tenancies (under consultation) |
The Government has previously proposed raising the minimum rental rating to C by 2025/2028. As of 2025 the current legal minimum remains E, but further tightening is widely anticipated. Landlords are encouraged to plan ahead.
Landlords who let a property in breach of MEES can be fined up to £30,000 per property. The breach is also registered on the publicly searchable PRS Exemptions Register.
Where all relevant improvements would exceed £3,500 including VAT, a “high cost” exemption may be registered.
Where required works cannot proceed because consent has been refused by a freeholder, local authority or listed building authority.
Where a qualified expert confirms that recommended wall insulation would cause structural or moisture damage.
Most exemptions last 5 years, after which the landlord must reassess. Exemptions do not transfer to new owners.
Getting an EPC is straightforward. I visit the property and carry out a non-intrusive survey, typically lasting 30–60 minutes. During the visit I assess:
After the survey Damian enters all findings into the approved RdSAP software to calculate your energy efficiency rating. You will receive a draft certificate and invoice the same day as the assessment. Once payment is received, the certificate is formally lodged to the national register and your final certificate is issued — typically within 24 hours of the survey.
Fast, no-obligation quote. Most assessments booked within a few days across Shropshire, Cheshire and surrounding areas.
